For Finale, you would use the Lyric Tool and type it into the score. Sibelius I'm not sure about since I'm still learning it, but I'm 99.9% sure it mentions it in the help manual.

i am using sibelius 3...and i can't seem to find anything in the manual or on the internet help center...
In Sibelius, the easiest way to enter stickings is through using the lyric tool. The shortcut is to hit the key combination "ctrl-L" and then point the cursor at the note in which you want to start. You will then get a flashing cursor below that note head. Just hit the "r" or "l" key, then hit the space bar to move to the next note head.

Isn't it ironic that you type the "R" with your left hand and the "L" with your right hand?
How's it going Tony?

Ah, but if you are left handed like me, you push the shift key with your left hand and reach across with your right to push the "R" key. But, then again, I also push the shift with my left hand and push the "L" key with my right hand too. It is still ironic.
Going well David, how have you been? I am in Atlanta right now taking care of some business. I hope we get a chance to talk in person again real soon.

Ah, But does the lyric tool also make is sound like a Right hand/Left hand hit? In the demos I have heard It sounds like I can hear right hand left hand hits

The lyric tool doesn't affect the playback. What note you enter does. Lyric tool in VDL is for clarity.

Actually, VDL does not respond to lyric tool additions. You have to input left and right hand hits using the proper midi controller keys, then place the L's and R's in the correct places so that the players can learn the correct strokes in the music. A lot of people are using the right hand note above the line and the left hand note below the line instead of R's and L's these days. It is easy to read. Like how many scottish drummers notate. To make this work in VDL you would need to re-map the midi notes in your notation program. That could take a while.
