My midi keyboard has no modulation wheel, and I tried the ~C1, 127 technique change that was suggested in another post, but it had no effect. I'm useing Sibelius 3, perhaps that has something to do with it? Thanks for your help.

Here's a couple things to try...

Make sure there's not a space after the comma. It should read:
~C1,127

This feature will only work if you're using the Giga version (soundfonts aren't capable of this type of controller change).

Sibelius 3 definitely handles this type of midi message, so that's not the problem.
