This method sounds correct to me, however, the real question is are you getting the result that you want? If so, that may be fine. Maybe you are asking if there is another way that others are using? There may be shortcuts that others have that they can offer for you in Sibelius ( I use Finale mostly), but if you are looking for how to enter grace notes, you may want to check your Sibelius Documentation for that process. Most programs will offer numerous ways to get things accomplished...like grace Notes. Finale, for one, will not playback grace notes that are entered as Articulations - so you have to enter them in Simple or Speedy Entry.
My colleague always says: ";If you hit yourself, does it hurt? If so, then don't do that. If it doesn't hurt and you end up seeing better, maybe it is fine?"; LOL It's a stretch, but kind of funny I must say.

Scott is correct. Using the keypad is the easiest way to enter grace notes and have them playback. Remember also that you can grab a grace note and move it closer or further away from the primary note to open or close the flam.

Bill, on that note (pun not intended), is there a way to permanently set a grace note to a certain distance/playback in Sib 5? Or just manually grab and drop each one?

Another option - Once you do have them in, you can fine tune / edit them in groups by using the Properties>Playback tab:
