Is there some way to adjust the dynamic contrast when accents are used. When I write a 16th note simple accent pattern for snares, tenors or bass I can barely hear a difference between the accented and unaccented notes. I'm looking for sound of the 12"; and 3"; stick heights.

yes, you can customize you tap/accent height in Sibelius.
Shift+L will turn on your Live Playback. View> View Live Playback Velocities. You can customize how loud you want accented and non-accented notes. To do a mass edit use your advance filter to select all accented/unaccented notes. You can also use the Transform Live Playback feature. Is there a way to bring just the accents up or just the taps down while the whole document is selected? I just went ahead and selected (command; select) every accent note and then applied the new velocity to everything at once. However, selecting the notes took forever and was too ";clicky"; for my taste :)

A good trick I use, is to use the Advanced Filter tool. Have it select all the accented or unaccented notes. Then while they are selected you can manually enter a velocity amount in the properties window under the playback tab.
It would be nice if Sibelius allowed you to globally set the velocity change for accents, but I've never found a way to do that.
