Just got a set of standard Pearl Tenors (6, 10, 12, 13, 14).  Remo Pinstripes.  I am having trouble getting them to project.  I have used these drums for years and never had this problem.  They are all strong players and I have compared tuning to years past and I am only slightly higher pitched than usual.  I did switch to a Remo Cybermax snare drum head for the first time to see if they will last longer.  Could these 2 voices be cancelling each other out somehow?  Any suggestions?  Aargh

What's the instrumentation (numbers in each section) and what sort of implement are they playing with? Have you tried hear the section play with and without the tenors? It might also depend on your preference in balance from section to section.
