hey everyone. so when I write this in it makes the whole measure including the melody as a roll.  any way to fix this? or is it an issue of the mod wheel not being able to be 2 places at once?

You are correct.

This could be worked-around by writing the notation as desired, de-selecting ";play on pass"; for the RH notes, and then writing the RH notes in a separate marimba instrument and hiding that staff in the score.

If it were me I would try to set up another marimba instrument on layer 2 with the mod wheel always set for rolls, to allow for quicker changes between rolls and straight notes.
