The template naming convention goes something like this: [i]notation software[/i] _ [i]sample library[/i] _ Template _ [i]software/template version[/i].
If I'm understanding your question, you're wanting to know the difference between these two? Sibelius_S7S_Template_7.0 - for Sibelius 7 Sounds Sibelius_VDL_Template_7.0 - for Virtual Drumline
The custom instruments / support files that are defined in each one are designed to work with that particular sample library.

So in order to get the most out of VDL and Sibelius 7, I should buy the VDL Template. The Sibelius Template would not use all of the sounds involved with VDL, just those that come in Sibelius 7.

I'd say that is an accurate assessment.
I know I'm biased when it comes to placing a value on the templates, but I also know that just about anyone who uses them would concur.
